Participating in the process of elaboration as well as monitoring implementations of the Council’s Development plan
Proposing and implementing mass communication mechanisms for the Council and citizen monitoring mechanisms
Organizing participatory assessments of Council activities and fundraising activities

Elaborating and monitoring annual investment plans of the Council and contract awarding plans
Participating and monitoring the technical and environmental feasibility studies of all Council projects
Monitoring the implementation of the Council’s projects
Preparing and disseminating periodic activities report to the Mayor
Proposing and monitoring maintenance mechanisms of Council projects and sustainability of Council infrastructures

Assisting and advising Council Executives on issues of economic development and the fight against poverty
Managing and promoting service delivery of the Council in regards of economic development
Managing and monitoring initiatives of community organisations
Monitoring economic development activities resulting from decentralized co-operation

Ensuring the integration of issues relating to the management of natural resources, gender, relations and nuisance in the elaboration process as well as in the implementation of the Council’s Development Plan
Ensuring socio-environmental screening of micro projects by competent consultants after necessary consultation with stakeholders including marginalized groups and women associations
Ensuring that socio-enviromental concerns are taken into consideration for all micro projects and are implemented both during executions and exploitations
Assisting beneficiary communities of micro projects in the identification and implementation of socio-enviromental projects.
